China has unveiled a comprehensive five-year plan to advance agricultural and rural development from 2026 to 2030, prioritizing food security, agricultural productivity, and improving rural living conditions. The State Council’s strategy aims to bolster food safety, quality, and the competitiveness of China’s agricultural sector, while also consolidating gains made in reducing poverty. By 2030, the country aspires to increase grain production capacity to around 725 million tonnes, maintaining a high standard of agricultural product quality and safety with inspection pass rates of 98 percent or higher.
The plan emphasizes enhancing both the quality and efficiency of agricultural production to ensure stable supplies of essential food products. In response to growing consumer demands for healthier and higher-quality goods, the government intends to advance agricultural science and technology, modernize farming techniques, and boost farmers’ incomes. These efforts aim to transform agriculture into a more advanced and sustainable industry, fostering balanced development between urban and rural areas.
Key initiatives highlighted in the plan include the expansion of high-standard farmland, enhancement of agricultural research and innovation, and the development of cold-chain logistics infrastructure. The strategy also encourages the integration of artificial intelligence in agriculture, modernization of product processing, and promotion of environmentally friendly farming practices. The government aims to support emerging sectors such as intelligent breeding technologies, new-energy agricultural machinery, and innovative food production to further solidify this transformation.
This strategic move builds on recent achievements in the agricultural sector. In 2025, China’s grain output stayed consistently above 700 million tonnes for the second consecutive year, reaching approximately 715 million tonnes. With scientific and technological advancements contributing over 64 percent to agricultural development, the new plan sets a goal to increase this contribution to 67 percent by 2030.
By focusing on these targets and initiatives, China seeks to improve not only the agricultural production landscape but also the living standards of its rural communities, ensuring a more sustainable and prosperous future for its agricultural sector.
