The former Florida senator explained that ending preferential arrangements with Cuba eliminates major source of support for the regime while redirecting Venezuelan resources toward domestic needs and commercial relationships benefiting American interests. Rubio suggested that subsidized Cuban oil exports under Nicolas Maduro and Hugo Chavez propped up communist governance at Venezuelan expense, representing both economic mismanagement and geopolitical alignment contrary to American interests.
